First City-to-City Urban Planning Dialogue on Modernizing Legal and Regulatory Framework in SEE organized as part of the World Bank-Austria Urban Partnership Program, in collaboration with Co-PLAN, took place in Tirana, Albania June 19-20, 2012 . The workshop took place at the Polis University. The workshop focused on the Regulatory and Institutional Frameworks for Urban Planning in SEE and the Urban Planning Reforms, and the role of local authorities. Participants debated on what and how should be done for giving city-level planners more responsibility but also making them more responsive to the reality.
The audiences included City Mayors, Urban Planners, Representatives of Ministries of Spatial Planning, Universities, NGOs, NALAS, LGAs and development agencies from South-East Europe. The workshop included topics such as Costs of Implementation -The Costs of Inaction; Linking Spatial with Financial Planning; World Bank Institute Urban E-learning Curriculum; as well as introduction of the Urban Planning and Land Management Self-Assessment - a template which will assist planners and policy makers in improving Urban Planning and Land Management.
Panel sessions and discussions were complimented with the site visit to corridor Tirana - Durress as well as visit to Tirana Municipality where the group was hosted by the Mayor of Tirana, Mr. Lulzim Basha. This provided unique opportunity to discuss urban planning issues with Mr. Basha the Mayor of Tirana as well as with Mrs. Jorida Tabaku, Deputy Mayor.
