October 22 – 27, 2012
The second Greater Than Leadership workshop, held in Budapest  on October 22-27,  2012  comprised of 5 dynamic teams from Macedonia, Montenegro, Kosovo.  and Bosnia and Herzegovina (Federation and Republic of Srbska), was implemented as a follow-up to the Dissemination Conference and Training Workshop on Municipal Solid Waste Management held in May 2011 in Vienna, Austria.
The objective of the workshop was to enhance the capacity of reform teams in the Balkans to better identify the complexity of reform challenges, build coalitions and move forward in the reforms they have identified.
The Program treats leadership as a process through which change agents mobilize people, ideas, and resources to make progress in attaining complex shared objectives.  The learning objective was to provide participants with the analytical frameworks, personal skills and tools to enhance their capacity to manage technical and adaptive challenges in leading reforms in Solid Waste Management.  The course was organized around five content modules:  (1) Adaptive Leadership, (2) Self Mastery, (3) Coalition Building Diagnostics, (4) Strategic Communication and (5) the Rapid Results Approach, which provides a schematic representation of the process flow that reform teams undergo during the workshop.  The one week training is also the middle component of the one-year Greater Than Leadership program which, includes a three-week preparatory phase prior to the training, and an 11-month results laboratory phase afterwards.
The structure of the training addressed two main issues: (1) the integration of leadership capacity building modules with technical challenges in order to address the question of ‘leadership for what?’ in the context of Solid Waste Management, and (2) how the frameworks and tools in the modules can be appropriated by participants and applied to their own reform efforts while in the workshop, with a focus on implementation, as the teams transition into the 11-month results laboratory phase.
The training was centered on sharing concepts and frameworks, followed by the application of processes and tools for the teams’ own projects.  Participating teams were guided to diagnose their own local contexts and consider the feasibility of potential solutions based on their own deep knowledge of local realities.  Sessions were interactive and a combination of learning approaches and methodologies were chosen to maximize opportunities to experience and apply concepts to real-world scenarios.
Representatives from Teams from Federation of Bosnia and Herzegovina and Serbia, who took part in the Greater Than Leadership Training in January 2012, were invited to share their experiences and achievements to date with their peers.
