Leadership Program for Overcoming Sector Challenges in Solid Waste Management

The (> Leadership) Program was implemented as a follow-up to the May 2011 Dissemination Conference and Training Workshop on Municipal Solid Waste Management in Vienna. The (> Leadership) Program treats leadership as a process through which change agents mobilize people, ideas, and resources to make progress in attaining complex shared objectives. The aim of the workshop was to work with six teams from South East Europe to address the "how" of reform in their respective countries: Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro and Serbia. Participants interacted with faculty from WBI and with a panel of three international experts (including from the City of Vienna) that shared their experiences and good practices in implementing solid waste management reforms. The learning objective was to provide participants with the analytical frameworks, personal skills and tools to enhance their capacity to manage technical and adaptive challenges in leading reforms in Solid Waste Management (see Annex). The course process was centered on sharing concepts and frameworks followed by application of process and tools to the team’s own projects. Participating teams diagnosed their own local contexts and analyzed the feasibility of potential solutions based on their own deep knowledge of local realities. A combination of learning approaches and methodologies were chosen to maximize opportunities to experience and apply concepts to real-world scenarios. The 11 months Lab Phase will follow with specific Rapid Results Initiatives based on the action plans defined by the participants.The Program built on the key challenges that emerged from training sessions and ‘Issues Briefs’ prepared by all participants, but was also open to other interested applicants that qualified to participate.
